Question. Why would a transaction sent via Netsuite email be BCC’d to a bunch of people if the employee didn’t add them to the BCC list?

Biggest reason is the "Send to all administrators" preference on email preferences

but you might check a couple fields on that page as well

Less likely explanations are scripts/workflows involved - but plausible
