I've seen some good tagging work done using Project tasks and timesheets. A company put a "Capitalized" box on likely Project tasks (Dev, QA, etc), and had a project for each software effort. Employees were required to log time to projects & specific tasks. Each employee had a labor cost assigned. As a result, a saved search could be created based on time records to estimate expenses, with the search designed to output in a formula that could be immediately reimported as a JE after review. No code required.
