If I create a standalone Credit Memo that is not linked to an Invoice or RMA because it is associated with multiple invoices or the invoices are not traceable and we do not want to go through the longer RMA process, is it true that if there is no location average cost then the cost of the returned items is 0? There is no Override Rate field on the Credit Memo as opposed to Item Receipt where we can literally enter any amount.

Yes that is correct. If you want to control the cost, issue a standalone RMA and receive that then issue the CM from there.
