can SB email stuff out?

Yes however it only send email to user who is testing the stuff in SB.

Unless it is an outside parry. NetSuite will email third party in a script or workflow ex. vendor bill to vendor after approval

Apparently the guy didn't know about sandbox not sending emails and thought because it was creating messages that it was sending them
