Howdy! Would anyone know why the System would randomly choose the document type of an attached (to an email) document sent via a PO or SO? Employee A sends .html, Employee B sends PDF -> doing the exact same thing on each account.

Could it be as simple as user preferences? Preferences>Transactions

Alternatively, each vendor has that print setting. If they are sending to different vendors, they may be set up differently.

So that was my first idea, but under employee/user record I can't find any preferences of that sort. I'm not sure where you got your screenshot from

I got the screenshot from my individual login preferences. Home Icon>Set preferences. There must be a way to globally update, maybe on role permissions, but to test you could check with 2 differing employees and see if they have different settings.
