Yes you can post a completion or assembly build for less than the WO quantity

Could you share any reference? when I try to complete with backflush quantity is disabled

Usually when we post completions we have to select the starting and ending operations then enter the completed quantity If the ending operation is the last operation in the routing then the quantity to build will copy the completed quantity field
