Do you have to be in Employee Center role to enter a purchase request? I'd like to be able to enter a purchase request on behalf of an employee as an admin

a purchase request is a purchase order, it's just shown with a different name to employee center users. so in a non-employee-center role you can just enter a purchase order for the same outcome.
