Can somebody confirm that it is not possible to enter quantity more than the PO quantity in the INBOUND SHIPMENT?

What do you do when the supplier over ships and tells you keep the extra

You can add overages on item receipts if you have allowed overages in item receipt feature enabled. When you bill, the extra overages are billed on the same PO.

I thought it's also not possible to receive more than the inbound shipment quantity? This is why we are updating the PO quantity instead.

many times we ordered 10000 and we get 15 extra the supplier says they are yours for free, what is the best way to receive it . if we receive it at 0 $ it messes with the avg cost if we allow overages it messes with the bill

Well, how are you doing it now ?
I don't know how to do that, may be adjust inventory for those. Since they are messing in both cases. Also please update here when you have any solution for this.

I think making inventory adjustment is the only option. I asked on oracle communities, and the say the same.
