Is there a field or filter that enables certain Inventory Items or Assembly Items to be used on a Transfer Order?

I'm only seeing a subset of Items on the Transfer Order and I don't understand why

otherwise its usually some sort of classification related issue

Yes, Battk was right on, There was an item filter associated with the form.
