is there a limit to how many customer can have access to the customer center once we enable the feature

I am not aware of one - it should be noted that basic customer center is effectively deprecated.
Should be looking at the newer versions of it if you are implementing something new.

when you say newer verison, does it just require enabling a setting and then setting up the customer

No - it has hooks into SuiteCommerce.
Meaning additional licensing costs and configuration.
But standard "free" customer center is a steaming pile of dung from a customer perspective.

we only need the ability for the customer to be able to download copies of thier invoices

It'll work for that, but it's still not a great navigation experience.

It is not receiving support anymore. It exists - because they used it as background for the suitecommerce version, I don't expect it to ever be completely removed.
however - it's not getting any development done on it, and it's not support in the event of issues.
