Is there a NetSuite document that describes how many UE, WorkFlows, Client scripts a single record should have? I've got a client with 109 UE scripts and 98 Workflows on a single record type. They won't take my word for the fact that we should optimize this ... they want NetSuite documentation that 'discourages' this much on a single record.

For the record, that message shows up when you click Edit on a scripted record page: "You can specify the order in which user event scripts are executed for this scripted record. Note that deploying too many user event scripts of the same trigger type may impact performance. NetSuite recommends deploying no more than 10 scripts of the same trigger type, however, all scripts set to Deployed will execute."

If I had the choice, I’d run away from any customer that refuses to listen my professional opinion on a matter. If they won’t accept what you have to say on this, chances are they will fight you on other things too.

Our expert opinion is what the are supposedly paying for - that's what consulting is. The rest is just code monkey work.
