Hello, how do I get non-admin users subscribed to e-mail's that NetSuite sends on new release or features coming that impact our account?

there is some functionality in the account Administrative Notifications page which looks promising for adding other recipients.

Based on the hour I spent on the phone with Support for this same request: these are called "PFCN" notices and they're only sent to the Primary and Alternate contacts on the account, which are managed only by your NS Acct Manager.
