Hello, does anyone here know what feature needs to be enabled to publish dashboards to employee center roles?

no chance to do that if you you don't have SuitePeople bundle. So nobody outside US can use it. It a pity because you can create you own HR and Payroll functionality but there are many obstacles with regards to employee self-service. And not only dashboard publishing is a problem, but also the permissions for custom records in employee center is another big headache. Advanced employee permission feature which could solve many issues is also not available without SuitePeople.
