Does anyone know of a means to integrate a list of jurisdictions in the US where it is legal vs. illegal to charge credit card surcharge fees? As in, a source that maintains an up to date table of this info, or otherwise a NetSuite customer payments solution that includes this functionality?

You could always create a custom record for dealing with this - but I'd expect it to be woefully inadequate for what you are wanting to do without scripting. I am not aware of any solutions for managing this - but I'm also not an exhaustive resource on CC processors.
