Why can’t I find the purchase requisitions feature to turn on as an administrator? I get “This feature is not currently available in your account.“. Is this a special feature that your Netsuite Rep has to make available?

Yes, this feature would need to be provisioned to the account. Requisitions are part of "Advanced Procurement", so it'll likely be at an additional cost.
