If a rep puts in an Estimate with a Custom Billing Address, then converts it to a Sales Order, the billing address doesn't come in from the Estimate? Can anyone confirm if this is "normal" behavior?

I just found one that has a stored billing address and it didnt copy to the sales order... this feel like a defect
