@Chris Are you referring to "International Tax Reports" (bundle ID 43003). If so, then no. Rule of thumb for Bundles, if you can install it, it's free. However, I would always test in a Sandbox first because bundles can make lots of changes to your account and some might be irreversible (don't treat them like smartphone apps!)

If you want to use SuiteTax - use a 3rd party provider such as Avalara/Sovos/Thomsen Reuters
It is slow.
It is prone to errors.
Not truly flexible enough
Example: it now takes 20+seconds to save customer/vendor records with their scripts deployed. With them off it takes 2. However - that's just saving it. Loading it - then editing it, each take 20 seconds as well. So now, you have 1 minute for each record save.
Plus whatever time your user has to configure/modify data on the customer/vendor.
Also - Tax Exemptions suck to import - you can't properly configure the state when you do import it using their method - and so now you have to edit every one you bring in via CSV in the user interface anyways.

SuiteTax is a framework that provides the body of the car- I'm suggesting you don't use the NS SuiteTax Engine - and instead use one of the 3rd parties for their Engine.
unfortunately - I can't speak to the speed of any of the other solutions directly - only 3rd hand.

I had a client who is going to use a 3rd party eventually - but they weren't going to be ready for go live... so I used NS's SuiteTax bundle.
They are... operating. That said - I've done dozens of legacy tax implementations that were only slightly less correct from a tax standpoint - but they weren't this slow.

If a 3rd party solution is used, is there anything special that needs to be done to prevent the SuiteTax engine from running?

You don't install their bundles.
So no worries on that front

SuiteTax is a feature that you turn on
All the tax providers are requiring it now, which is fine
NS has their own bundles that "compete" with the 3rd party providers like Avalara
I wouldn't call it a competition.
It's free - but you get what you pay for.
So in order to use SuiteTax you have to turn the feature on and then install a bundle from your chosen tax provider - whether that's NetSuite/Avalara/Sovos/ThomsenReuters/CCH/etc.
NS makes you go through a whole set of steps to turn it on in production if you are already live.

Just to jump in for one second. Chris, I do believe there is an extra cost if you use a 3rd party provider with SuiteTax. I believe SuiteTax is free if you use it's engine to calculate the tax, but NetSuite does have an additional charge for using a 3rd party, on top of whatever the 3rd party would charge.
