Any idea why when I try and manually set a password (user forgot) on save I get re-directed to a new user request form?

Are you possibly hitting Save & New?

@DonkeyBot when you have exceeded any of your licence count, any change to roles will trigger the new licence request.

Setup >> Company >> View Billing Information

gives the netsuite summary in case you need that.
