It is a company wise preference set by Administrator.
Stup>company >General preferwnces
Check phone number fornat
In override preferences. Check mark is checked.
Thats why it showing disabled in use level preferences. (In set preferences in your account)
If you want to change, In admin rôle remove check mark And by that you can make changes in set preferences in your account.
