Does anybody know if I can set the default date format for all users?

you can set it on a role... depending on how many roles you have it might take time to implement. However, then the user wouldn't be able to change it.

I believe there ia also a company wide preference in the General Preferences page. Also, you can disallow override by users in the Overriding Preferences section.
